The Asadero Revolutionary - Turn Four

 ENEMY AT THE GATES!

The Crimsonian Army under the leadership of the despised Governor, Marshal Musculus, has marched from the coast through the wet jungle to the outskirts of Asadero. Brigadier General H. Charbonnier leads the Regular Infantry. 
Scouts have reported the strength of the Crimsonians at about thirty-nine companies, or some two thousand mice under arms. Other sources indicate that the enemy have over fifty companies, with some going as high as sixty.
Under pressure, the People's Assembly has elected the remarkably popular and wealthy Wenslius Maximouse, a firebrand orator and defender of the Revolution. President Maximouse was elected on a policy of Maximum War, promising recruitment and attack! All revolutionary mice rejoice at his powerful words!

Despite this, the People's Assembly have voted down the President's call for offensive operations, with the Commander of the Army, Bobr Morski, indicating that defence was the better option. The former Commander, Trotzkostromkoy, called any attack "foolishness." "The Mauxican Army is in no position to attack the Crimsonians at this time."
With the defeat of the military operations and recruitment bill, Commander Morski has spent the season fortifying the approaches to Asadero, building barricades and entrenchments.

FISCAL CONSERVATIVES IN CONTROL

Despite the President's call for offensive actions and massive recruitment, the budget that was eventually passed through the Assembly had no funds for new troops, and instead paid off the outstanding War Bonds. The President was reportedly astounded, saying "For what it's worth - let the record show that I am more concerned about us being militarily defeated than financially bankrupt. I am astonished that I seem to be the only one to feel this way."
In response, former President Tuttle retorted: "Do not think it escapes notice of this body that you enrich yourself with every infantrymouse we deploy."
It is an open secret in Asadero that President Maximouse's family has a sizeable interest in the production of military accoutrement, including uniforms.

The ..... is primarily focused on the ..... activities against the enemies of the revolution. It is not clear if the designation "enemies of the revolution" is limited entirely to the Crimsonian forces at work in Mauxica, or if it includes various counter-revolutionary elements now at work. It is to be hoped that the activities of ..... will not be directed at the free press. It is reported that the new head of ...., ....., is a well-known ..... and .... of epic and hedonistic ...... . All freedom-loving mice of Mauxica ought to be [redacted].

The Asadero Revolutionary - Turn Three

MASSIVE MILITIA & FIESTA

The People's Assembly have agreed to President Santos' proposal to issue a War Bond worth fifty cheese, allowing the Revolution to raise three additional regiments of Infantry, and a second Cavalry and Artillery formation. It is now believed that the Mauxican Defence Forces muster over three thousand Mice under arms.

In further military news, Leo Trotzkostromkoy the Lesser has been appointed Commander of the Armed forces, with Bobr Morski commissioned as Lieutenant. Trotzkostromkoy has a reputation as a fearsome fighter, ejected from Mausropa for supporting the wrong side in a coup. This paper can only hope that Commander Leo has chosen the "right" side in this liberation struggle. It is believed that the Militia has spent the season drilling, and that some units are now believed to be equal to the Crimsonian regulars.

As an end of Season act, President Santos has held a Grand Fiesta to celebrate the achievements of the Revolution so far. This fabulous party has calmed the fears of many mice, and made Santos the most popular political mouse in Mauxica.

POLIONITUS PRESIDENT

Polioitius Tuttle, Lawyer, Writer, Businessmouse, and Publisher has been elected President of the People's Assembly, defeating former President Santos six votes to three. It is unclear what policies Polionotus will pursue. It remains to be seen if Polionotus will be as popular with the crowds as Santos has been.

In what has been a very wet Season, experts predict that armies will have a great deal of difficulty moving through the mud and steam. The weather also seems to have had the effect of dampening enthusiasm - recruiters report that many fewer mice are volunteering to serve in the Militia. Additional grants of cheese may be needed to form regiments.

CRIMSONIA RESPONDS

Governor Marshal Musculus had printed and distributed an open letter from the Senate, responding in part to the requests made by the People's Assembly. It is reprinted here in the interests of open information.
The Asadero Revolutionary naturally rejects this blatant propaganda! Our People's Assembly represents the will of the Citizen of Mauxica (for the moment!). It was Marshal Musculus' stupidity that led to revolt in the first place! The Senators from Mauxica that serve in Crimsonia are outnumbered Five hundred and ninety-four to six! The entire system is rigged in favour of the rich majority in Mausropa, who impose their will upon us, the poor minority. The People's Assembly must stand against this tyranny, and defend Mauxica, and the Revolution!

FIESTA FEVER!

President Polionitus has held a great Fiesta to calm unrest across Mauxica, and has gained significantly in popularity as a result. Four delegates have contributed funds towards this celebration.
Not to be outdone, Wenslius Maximouse has held his own fiesta, funded entirely by his own fortune. Unrest across Mauxica is the lowest it has been since the Revolution began. The popumice is fat and happy.

The People's Assembly continues to debate the President's agenda. Commander Leo has been demoted to Lieutenant, while Bobr Morski has been promoted to lead the Army. Luisa Cotija has been added as a Lieutenant to support Morski. No new units have been formed this season, with the budget primarily focussed on repaying War Bonds and restoring financial security. 

The Assembly is also debating establishing a committee tasked with responding to the open letter from the Senate.

It is too wet for anything else to occur.

The Asadero Revolutionary - Turn Two

DANGERS LOOMS FOR MAUXICA!

News has reached Asadero of reinforcements arriving for Marshal Musculus' Crimsonian Garrison. Brigadier General H. Charbonnier has arrived with 14 companies of Infantry and Artillery. The total size of Crimsonian Forces in Mauxica is now reckoned at over 2000 mice.

To make matters worse, there is a persistent rumour that a further force is preparing to leave Crimsonia, bound for Mauxica. General A. Tiochus is believed to be preparing to embark with a further 10 companies of Infantry.

The news of these imminent arrivals and the frankly underwhelming presence of President Emmental as a speech giver has led to increased unrest across the nation. There has been no repeat of the chaos and disorder of the previous season, but the population is becoming increasingly dissatisfied with the so-called "People's Assembly." Unless something is done to reassure the population or to remove the threat of the Crimsonian forces, there may well be an outbreak of Anarchy and the overthrow of the Assembly.

President Emmental was able to push through a revised Military Bill last season, which increases the Mauxican Defence forces with 3 companies of Cavalry, and 3 light artillery sections - but this journalist is concerned that this is simply insufficent to stand against the gathering storm. 

The People's Assembly will meet again this season to elect a new President - it seems unlikely that Emmental will be re-elected - indeed, that would appear to be a dangerous move.


GENERAL SANTOS ELECTED PRESIDENT!

Only a season after being appointed as Commander of Assembly forces in the field, Lucius Santos has been elected President of the People's Assembly, and has unleashed a flurry of proposals and topics for debate. There has been some disquiet about the supreme military and political power of the People's Assembly being vested in just one person, but it does seem that General President Santos intends to hand command to some other mouse. Two candidates have been proposed, but have not yet made much of a claim to the role.

Debate has been fierce and wide-ranging. A proposal to evacuate the southern cities has met with stern resistence, with Assemblymouse Oaxaca Manchego giving a fiery speech to a crowd gathered outside the assembly. "[President Santos] proposed to take your cheese and grain before the Crimsonians can!" Manchgo declared. "He would destroy your mouseholes and well-being instead." Santos responded that such an evacuation and what he describes as "scorched earth tactics" would only be used "as necessary" and "as a purely preventative measure." Debate on evacuation is on-going.

The Assembly has voted to issue War Bonds, borrowing at a steady 20% interest per season. President Santos intends to borrow up to fifty cheese, using these funds to establish a large force of Infantry, Artillery, and Cavalry.

President Santos has also proposed changes to the demands being sent to Crimsonia, and intends to dispatch it directly, bypassing Governor Musculus. The Assembly is still debating these changes.

In one area, Santos has met with almost universal support - each Assemblymouse has been asked to contribute cheese to a Grand Fiesta that the President will host to reduce unrest, and improve his popularity. Most assemblymice have made generous contributions beyond what the motion required.

The Asadero Revolutionary - Early Edition - Turn One

 A glorious day in Mauxica!

In response to the latest news from Crimsonia - imposing new tariffs and taxes to pay for First CItizen Laurel's disastrous war against Maustria - the common people have risen in outrage! Governor Marshal Musculus has ordered the garrison troops to leave the cities and regroup on the coastline to await developments. The Chaos and Disorder that resulted from the uprising and lack of garrison has had a detrimental effect on the economy of the Island, with almost a fifth of the regular income lost.

The prominent families have sent representatives to a Delegates Assembly, a gathering to lead Mauxica in opposing the tyrannical majority of Crimsonian Politics.

The Delegates assembled in Asadero, and immediately elected Alexander Emmental, a well-known if slightly ancient patron. Deaf as a post and often asleep behind his dark glasses, President Emmental has appointed Lucius Santos as Commander of the Regiments of Militia now forming in the Capital.

Santos is young and from a well-to-do family in Crimsonia - practically nobility, if that were possible in the Demouscratic Republic. Born in Mausropa, he emigrated to Mauxica a decade ago, and is now a prominent land-owner and businessmouse.

President Emmental has outlined a proposed message to Governor Musculus, asking that the Tariffs and Taxes be removed, and that the Governor himself be replaced by a figure chosen by the Delegates' Assembly. It seems unlikely to this reporter that the Governor will agree to replace himself, but no doubt the message will be communicated to the Senate in Crimsonia. The Delegate's Assembly voted to approve the proposal.

Two other Presidential motions have so far met with limited success - a bill to increase the size of the Militia and recruit Cavalry and a small detachment of Artillery have been criticised by the delegates as being both "excessive and agressive" and "insufficient and foolish." There may need to be some further negotiation. Another bill, appointing Luisa Cotija as an Envoy to the various courts of Mausropa has been strongly criticised, and Cotija herself has stated publicly that she has no interest in such a role.

It does seem that Mausropa is open to supporting the Mauxican people in opposing Crimsonian domination - an unknown power has made a large donation of cheese to the Delegates'Assembly.

A Mauxican Rebellion

 Rules for the Campaign: A Mauxican Rebellion

Premise

Following the several disasters of the War of Maustrian Succheesion, the Demouscratic Republic of Crimsonia has found it necessary to raise taxes to pay Reparations. This includes new levies and tariffs on the various goods of the Crimsonian Colonies in Mauxica.

The leaders of Mauxica are frustrated - they did not start the war, nor were they consulted about the new taxes. The powerful families of the Island have sent delegates to a People's Assembly to determine what should be done.



Game Play

Players will act as delegates to the People's Assembly. Together they will vote and plan and lead Mauxica through a turbulent time - and potentially to Independence and glory! Delegates from the Assembly will be sent to take leadership of Armies in the field, and as such will have some control over any battles that are fought.

The Political and Economic rules of this game are based largely on "Republic of Rome" an excessively complicated ruleset. In the event that something occurs beyond the scope of these rules, I will be referring heavily to "Republic of Rome" and then making things up.

If any battles occur, they will be played out using "Live Free or Die!" a set of wargames rules from Little Wars TV. For our purposes, they will be referred to as "Live Bree or Die!".


Politics

Players will interact primarily through the People's Assembly. Each player has one vote (there will be NPC delegates that will vote in proportion to the Players).

Each turn there will be a vote to determine who is the President of the Assembly - a majority of votes is required to be President. Upon election, the President receives +5 Influence.

The President will make a series of proposals to the Assembly, appointing Commanders and Lieutenants, Raising Troops, Dispersing Funds, etc. Players will be able to vote on the various proposals, with a majority of votes cast to give approval. A defeated proposal may not be presented again without significant change.
For Example, the President Proposes raising new regiments in the Capital - 2 units of 10 bases each, for a total cost of 100 Cheese. The Proposal is defeated, five votes to three. The President may not make a proposal of 2 units of 7 bases and 1 of 6 bases to be raised in the Capital, as this is not significantly different. The GM will determine if any issue is different enough to be proposed. 

The President may declare the work of the Assembly complete for the turn after any existing proposal is defeated or approved. Other players may make a proposal to the assembly only if they have the necessary card, and declare they are using it before the President closes the session.

The Player Characters

PCs will have a name and some kind of back-story fluff. They will also have a Popularity score (+9 to -9) to show how they relate to the mouse on the street. A popular politician is more likely to keep the mob in check when serving as President.

PCs also have an "influence" score, which basically shows how well known they are amongst the political classes. 

PCs will also have a personal treasury. Each turn players will receive a small stipend of Cheese from their existing businesses and estates, as well as a politics card of some kind, which might allow making a proposal, or ending a proposal in defeat, or increasing business opportunities, or to gain funds through slightly corrupt means, or even assassination of another political figure. 

Actions:
Personal cheese can be used to increase influence by donating funds to the Assembly, or to increase Popularity by funding a Fiesta (which also reduces unrest in the nation).

When Donating Funds to the Assembly, 1 influence is gained for 10 cheese, 3 influence for 25 cheese, and 7 influence for 50 cheese.

When holding a Fiesta, 7 cheese = +1 popularity, -1 unrest. 13 cheese = +2 poularity, -2 unrest. 18 cheese = +3 popularity, -3 unrest.


PCs are also secretly assigned to one of four Factions: the Demouscrats, Breepublicans, Cheddaralists, and Colbyans.

If a PC dies or is killed, their "next of kin" will take their place in the Assembly on the following turn, but with 0 popularity and influence.

PCs also have secret military values which initially only the GM will know - this will influence how well they operate on the battlefield.


Unrest

At the start of each turn, an unrest roll is made to see if Mauxica descends into Anarchy. The roll is based on the population table from "Republic of Rome."

3d6 - Unrest Level + President's Popularity gives a result from <0 to 18+ on the table. The effects are then applied.

Regions / Treasury / Raising Units
There are five cities in Mauxica - if the Crimsonians Occupy FOUR cities, the War is Lost.

Each free City will provide 20 Cheese to the Mauxican Treasury each turn.

Units can be raised in any free city - it costs 5 Cheese to raise a "base" (about a Company) of Infantry, 10  Cheese for Cavalry or Light Artillery, and 15 for Field Artillery. Each Infantry base will cost 1 Cheese and all others 2 Cheese to maintain each turn. Bases that are not maintained will desert on a d6 roll of 5+.

Units will be grouped into Regiments / Units of multiple bases. Multiple units will be grouped into Brigades on the battlefield.


Units

In "Live Bree or Die" units have a level of skill based on Training.

4th Class: RAW
3rd Class: MILITIA
2nd Class: REGULAR
1st Class: ELITE

For RAW to become MILITIA will take 1 turn of training. MILITIA become REGULAR after 2 turns of training, and REGULAR become ELITE after 3 turns of training.

So from no unit to Elite takes a total of SIX turns of training. Units that are training cannot perform other tasks as well. A unit that is interrupted in training (by being attacked, for example) loses the benefit of that turn of training.

If two units are combined, they will take on the average level of training of both units, rounded to the nearest level. 

For Example:

1st Paw - 5 bases - 1st Class 
is merged with
12th Paw - 3 bases - 3rd Class

The resulting unit would be 8 bases - 2nd Class (5x1 + 3x3 = 14/8 = 1.75 (round to 2)

Artillery is equipped with either LIGHT or FIELD guns. An Artillery Unit must have at least MILITIA level of training before they can fire their weapons.


Armies and Commanders

An Army is all the units in the same square. Delegates may be placed in command of an Army by the Assembly. One or two Lieutenants may also be dispatched to assist the commander.

Each Commander is paid 2 Cheese per turn by the Assembly, and each Lieutenant 1 Cheese. Commanders gain 3 influence when appointed, and Lieutenants 1.

Armies with a Commander may either MOVE, TRAIN, or DEFEND.

Armies that MOVE may travel up to two squares on the map - including diagonally. Armies may not move into a square that is primarily mountains. Armies may not move from a square adjacent to an enemy to another square adjacent to an enemy (unless that square contains a friendly army) (old school Civ ZOC movement rules).

Armies that TRAIN improve the skill of all units towards the next level.

Armies that DEFEND will have advantages in battles like simple earthworks or redoubts. 


Victory

All players lose if the Rebellion fails. This occurs if:
1. The Crimsonians Occupy FOUR Cities, OR
2. The People's Assembly Treasury drops to or below 0 Cheese, OR
3. Unrest among the population causes a violent overthrow of the Assembly.

If the Rebellion survives until the Crimsonians are defeated, then:
1. The player with the Highest Level of Influence is the TOTAL VICTOR
2. All players in the faction with the highest average influence are MAJOR VICTORS
3. All players in the opposing faction to the highest average influence are MINOR VICTORS (Demouscrats vs. Breepublicans, Cheddaralists vs. Colbyans)
4. All other players are VICTORS (higher than Minor, lower than Major).
